Town and Country Planning :
The beautification of our municipality is of paramount importance. It will determine the first impression that will be retained by people arriving in our commune.
In 2013, the Swiss people accepted the amendment to the TAL. Very early on, as a result of this amendment, Saint-Cergue was classified as one of the communes in the canton of Vaud with an oversized building zone. A new General Plan of Use (PGA) was to replace the current one dating from 1994. In 2017, the commune announced that the new PGA was being drawn up by means of a notice. The same notice announced that no building permit could be issued if it conflicted with the plans for the future PGA. The municipality is thus releasing itself from Article 78 of the LATC. Saint-Cergue will therefore be without a PGA for 8 years, at the end of 2021. It thus leaves the professionals, investors and investors in the construction industry in the most total vagueness and thus devalues the value of the land in private and public hands of the municipality. More seriously, it is clear that many plots of land will be downgraded to non-constructible zones. Their value will therefore fall considerably. At present, many owners are paying taxes on the value of their property even though it is no longer realisable. It is important that this situation should stop. L'Alternative will work hard to push for the adoption of the new PGA so that the various stakeholders can be made aware of their options as soon as possible. In this way, we will also be able to plan the future constructions that will be necessary for the inevitable and expected growth of the municipality.
In addition, with the same aim of beautification, we will work on optimising public lighting to limit its economic and ecological impact on the municipality.
To give the village a facelift, we will study the relevance of modernising the street furniture.
Mobility and Security :
Mobility is one of the major concerns of the inhabitants of the commune of Saint-Cergue, whether they are pedestrians, cyclists or motorised vehicles.
It is important for us to reconcile, on the one hand, coherent mobility with the reality of the terrain and, on the other hand, to optimise our access and reception capacities within the municipality.
The commune of Saint-Cergue is fortunate to benefit from a railway line linking Nyon to the Cure, the NStCM. This line will have to be better exploited. For example, we will be offering "Park & Ride" packages, appropriately renamed ParkN'Rail, so that, on busy weekends, people can leave their cars behind and travel to our magnificent region by train.
For those who do not wish to leave their cars behind (e.g. large families, people with reduced mobility, etc.), it will be imperative to complete the Givrine car park project. The project for an underground car park, which is constantly being postponed and which was wanted in Saint-Cergue, will also have to be completed, as well as better outdoor signage throughout the commune.
Our vision is that while these developments will inevitably have to be paid for, solutions will nevertheless have to be found to ensure that residents will still be able to park free of charge on the perimeter of the municipality with a sufficient number of spaces. It is unthinkable that the taxpayers of St.-Cergue should pay for the construction, maintenance and use of these facilities at the same time.
Soft mobility is for pedestrians and cyclists. In order to enable them to make the most of the many walking and cycling paths in our municipality, we will improve the maintenance of the pavements and the signposting of the footpaths, both in summer and in winter.
Finally, the children's journey to school is a major concern for many parents. Although the AISGE does a wonderful job of supervising the pupils on this route, this work becomes extremely complicated in winter. We therefore feel it is essential that the route taken by the children should be practicable and safe at all times of the year. We are therefore determined to give the road system the human and material resources to ensure that it functions optimally.
We also want the creation of an intermunicipal "Safety Centre" which will bring together firemen and firewomen whose fire station is dilapidated and badly placed, the SPAs in charge of the participating communes as well as the possibility of having an ambulance in good conditions during the events. The former fire station could then be reassigned to more relevant activities in the centre of the village.
Ecology:
Ecology is one major challenge for the coming years. And even more for mountain villages like ours, that are dependent on winter sports. In this regard, we believe it is a must to take action to preserve our resources.
Our village has to be the leader of this putting us always in the drivers seat. How could we expect our inhabitants to proceed with costly investments if not even the buildings owned and managed by the village are not compliant with highest ecology standards? Therefore, we want St Cergue to refurbish municipal buildings to the highest standards (THPE) by 2030.
A very similar topic is that many houses in the village are still electrically heated which consumes a lot of energy at a very high cost. We will work on finding new solutions to promote and encourage renovations. Solar and other green energies should be promoted.
Finally, the separating of recyclable waste, is a central element in the struggle for the preservation of resources. Currently, the bag tax shows effects and the sorting separating is done correctly. However, some residents have to travel up to ten kilometers to get to the only separating center in the village. This is a totally contra productive. We are also convinced that the installation of an ecopoint in all districts of the municipality is necessary. It would give the opportunity for everyone to be able to bring their waste without having to use their cars. The current recycling center could then be eliminated in favor of a simple collection center for bulky items, garden waste and wood for example.
It is also contradictory to ask our inhabitants to sort wastes where public containers are in such a mess! That is why the green bins will be replaced by disposal units for selective waste collection.
Finally, in order to facilitate pet owner’s life, we will increase the number of ´poop bags’ available in the village. Pet owners will therefore be able to collect them.
This is also an ecological measure as dog poops are dangerous for cows.
Taxation:
Taxes are important costs to every resident and they expect to have some services with the amount paid. Unfortunately it is sad to see that half of the taxes goes directly to the municipality.
Saint-Cergue has rich potential, particularly for winter and summer tourism. Unfortunately, this potential doesn’t benefit to residents and the municipality. It is important to find solutions in order to create optimal conditions for the establishment of new taxpayers. This would make it possible to increase tax revenue without increasing the tax burden on residents, which is already heavy throughout the canton of Vaud.
We will therefore support in short/medium term that sufficient investments are made to provide a real contribution to the municipality through these various means and therefore to manage to relieve the finances of each inhabitant of Saint-Cergue.
We will also ensure rigorous management of public funds.
Touristic and economic promotion:
In recent years, mid-mountain tourism had a spectacular growth especially in summer. When temperatures are rising in the lake region, the desire for nature and freshness is strongly felt.
To meet with a growing demand, a range of activities is needed . However, tourism must be supervised and developed in harmony with the inhabitants but also for flora and fauna. Let us not forget that our municipality is located in the heart of the Jura Vaudois park and therefore it is our duty to preserve this natural setting. We are committed to empowering people, by providing garbage cans, and marking out hiking trails in order to preserve nature.
To meet this tourist demand, we want to highlight the housing offer available and help develop responsible tourism.
Who says tourism also says shops ! Our village is developing and has more and more residents each year. Allowing them to shop without necessarily taking their vehicle is part of an ecological and economic promotion approach. Currently, the number of shops is quite limited or almost non-existent if we take La Cure for example. Our desire is to promote the establishment of quality shops in order to meet growing demand from the population, but also from tourists.
It is also important to create favorable conditions for the establishment of jobs so as to increase the tax revenue of the municipality.
Finally, given the health crisis which will quickly become economic, it is important to find solutions to boost the appeal of the village by allowing our shop owners, and especially our restaurant’s owner, to get off on the right foot once the closures behind us. Without this, we risk ending up without restaurants. We must remember that these places are the real glue of social life.
Social life:
Social life is the soul of the village, it's about caring for each other, worrying about your neighbor.
We would also like to see the reintroduction of the indigenous card as a way to offer real benefits to the population. It could be used as a badge for free parking, as a card giving access to the village during large events such as the Desalpe for example, but it would also give advantages such as preferential prices for various activities that we will try to develop with various local partners. The aim of this indigenous card would be to keep the advantages acquired and develop new ones as the commune evolves.
The heart of a village is its market. As we have seen, there is a recent craze for farm products and a desire to consume locally. It therefore seems essential to offer this to our fellow citizens, especially since a market is a place of social interaction that often allows all generations to mingle. Offering people with reduced mobility the opportunity to buy fresh produce, the elderly to maintain a social link, young people to meet each other and tourists to discover local products; the market has many advantages and is a necessity.
We want to propose the creation of an intergenerational and diversified meeting center to allow the different generations of the commune of Saint-Cergue to meet and exchange around different themes. Such a place would offer a free and open space of speech and gathering for all, allowing sharing, information and awareness of diversity in all its aspects
Children being the future, they are a priority for us, so we will guarantee a sufficient number of places in schools.
We are also committed to equal pay. Also, if elected, we will sign the charter for equal pay in the public sector.
Sport and culture:
We realize how important and essential access to culture is. Essential because it allows, while enriching ourselves, to let our minds escape from physical barriers that these days are imposed on us.
St Cergue had a glorious past and is still full of talents awaiting our support. Taking advantage of on St Cergues’ strategic location in the heart of Jura Vaudois, but still close to cities, we can capitalize on past events by creating new ones to make our village attractive again. This will also allow us to support our local artists, craftsmen and overall shops.
We think that a closely united society is a key factor in making our children participate to in activities outside of school, regardless of whether they are culture or sport related. We therefore believe that it is the responsibility of the village's council to support local solutions and the development of associations in our village. Indeed, we believe that this is a key pillar in the life of a village, helping to create interactions and links between inhabitants.
In this regard, we will support creation of cultural and sport organizations while helping existing ones.
In order to involve our children in these different activities, we would like to re-organize the school time schedule in order to simplify their access to these, which will also give more flexibility to parents when organizing their day.
